In the context of the formation of a multipolar world, there is an urgent need to reformat the international legal architecture for the protection of human rights based on the principles of equality, justice, political neutrality, mutual dialogue, respect for sovereignty and national identity of the peoples of the participating States.
Global geopolitical, interstate, and digital transformations determine the increasing role of the human rights system, which act as the highest value, a humanistic imperative of a rule-based society reflecting a unified cultural and historical code, and spiritual and moral guidelines for the civilizational and strategic development of the Russian state.
The Russian Federation has consistently implemented a state policy to strengthen traditional values guaranteed by the Constitution of the Russian Federation and the President of the Russian Federation, including: life and health, dignity, human rights and freedoms, patriotism, citizenship and service to the Fatherland, historical memory and generational continuity, high moral ideals, a strong family, creative work, mutual assistance and mutual respect, the unity of the peoples of Russia.
In such conditions, the traditional spiritual and moral values and value principles of the institution of Commissioners – mercy, humanism and justice – are reflected in the constant activities of the Commissioners for human rights, represent an existential meaning, the essence of the mission of the national Institute of Ombudsmen, which has a human rights dimension and a promising vector of development in the modern history of civilization.
In the year of the 80th anniversary of Victory in the Great Patriotic War, information support and law-education activities are important tools for the protection of traditional spiritual and moral values, the protection of human and civil rights and freedoms, and the right to historical memory, which are a prerequisite for preventing the spread of extremist ideology and neo-Nazism.Taking into account the recorded crimes against humanity and genocide committed by Ukrainian neo-Nazi formations against the civilian population trapped in the combat zone and in the Russian border regions, It is necessary to bring the reported violations of international humanitarian law and the Geneva Conventions to the attention of the general world community, and to bring war criminals to justice.
The modern human rights agenda includes new challenges and tasks that require immediate response, the search for innovative approaches, the integration of supranational platforms and international cooperation, including: helping people in difficult situations, increasing social guarantees for participants in a special military operation and their families, as well as vulnerable categories of citizens. – people with disabilities, people with mental illnesses, elderly citizens, conceptual and legal regulation of “digital” rights and traditional human rights in a “digital” society, modernization of international legal structures and mechanisms for the protection of human rights.
All these issues need further scientific reflection and discussion through the prism of accumulated experience within a solid discussion platform, which will allow us to successfully consolidate our efforts to protect human rights and freedoms in the paradigm of traditional spiritual and moral values.
