Biography
Born on April 9, 1948 in Vinnytsia, Ukrainian SSR. He graduated from the Tashkent Institute of National Economy in 1970, the Academy of Social Sciences under the Central Committee of the CPSU — in 1991. Candidate of Historical Sciences, Doctor of Political Sciences.
Since 1970, he taught economics at the Department of National Economy Planning of the Tashkent Institute of National Economy. Later he worked in the Central Committee of the Komsomol of Uzbekistan, the Central Committee of the Communist Party of Uzbekistan.
In 1987 — 1991 he was a member of the Central Committee of the CP of the Uzbek SSR. In 1986 — 1993 he was elected People’s Deputy of the Supreme Soviet of the Uzbek SSR.
In 1991-1993 — Deputy Permanent Representative of the Cabinet of Ministers of the Republic of Uzbekistan to the Cabinet of Ministers of the USSR (then to the Government of the Russian Federation), 1st Secretary of the Embassy of the Republic of Uzbekistan in the Russian Federation.
In 1993 — First Vice-president of the company “Interros”.
In 1993 — 1995 — teacher of history and social studies of the Educational complex No. 1614 “FACE” of Moscow.
In 1995 — 1996 he worked in the Chechen Republic as Deputy head, then first deputy head of the Territorial Administration of Federal Executive Bodies.

From December 2005 to April 2009, he held the position of Deputy Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District.
Since 2009 — Deputy Director of the Institute of Ethnology and Anthropology of the Russian Academy of Sciences. Currently, he is the head of the Center for Scientific Interaction with Public Organizations, Mass Media and Public Authorities of the IEA RAS.
Since 2018 – Deputy Chairman of the Expert Council of the Higher Attestation Commission of the Russian Federation on Political Science.
Member of the Presidium of the Council under the President of the Russian Federation on Interethnic Relations, Chairman of the Public Council of the Moscow House of Nationalities, First Deputy Chairman of the Council of the Assembly of Peoples of Russia. Full member of the Eurasian Academy of Television and Radio, the International Academy of Informatization, the Academy of Pedagogical and Social Sciences.
Member of the Union of Writers of Russia. Author of several monographs on the national question. He also published several books of fairy tales and short stories for children under the pseudonym Yuri Volodin.
