Resolution on the results of the meeting on the topic: The “Concept of the national educational policy of the Russian Federation” has been proposed for consideration by the authorities.

On February 14, 2024, a meeting of the International Discussion Club “VISION 3000” was held in Moscow at the Moscow House of Nationalities with the support of the Moscow Government (Department of National Policy and Interregional Relations of the City of Moscow)

The agenda of the meeting was devoted to the topic: “The concept of the national educational policy of the Russian Federation”.

Following the discussion, the participants adopted a resolution to supplement the “Concept of the National Educational Policy of the Russian Federation”.

The resolution was sent to the Ministry of Education of the Russian Federation and the Office of the President of the Russian Federation for Scientific and Educational Policy with a recommendation to take into account the suggestions of our experts when adopting a new Concept of the national educational policy of the Russian Federation.

PROPOSALS

Since the adoption of the current Concept of the National Educational Policy of Russia (Concept) (Order of the Minister of Education of the Russian Federation dated August 3, 2006 No. 201, On the Concept of the National Educational Policy of the Russian Federation), tremendous positive changes have taken place in the country and the education system has passed a stage of significant transformation. This makes it necessary to make adjustments and additions to the Concept of educational policy in Russia.

In modern conditions, the Concept should correspond to the national interests of the country and the fundamental documents of the country’s strategic development: the Concept of National Security in 2021 and the Concept of Foreign Policy of the Russian Federation in 2023.

Taking into account the relevance of the topic of educational policy for the Russian state and the experience of experts in this field, we propose for consideration a number of initiatives aimed at effective regulatory legal regulation of the educational policy of the Russian Federation.

The participants of the meeting of the International Discussion Club “VISION 3000”, when discussing the problems of education in the Russian Federation, came to the conclusion that the following additions should be made to the newly adopted Concept:

1. The main goal of the state policy of the Russian state is to ensure accessibility, quality and equality of education for all citizens of the country, to achieve a high level of quality education that meets the requirements of innovative economic development, modern needs of society and every citizen. In its educational strategy, the state should strive to create a meritocracy – “the power of intelligent, educated people.” It is aimed at the formation of literate, educated and socially adapted citizens who are able to function successfully in modern society. The current state of the state educational policy is characterized by a number of features and challenges faced by States in the field of education:

· Expanding access to education

· Quality of education

· Innovations in education

· International cooperation

2. Education is one of the most important strategic national priorities of Russia. The strategic goal of the state policy in the field of education is to increase the availability of quality education, the tools for achieving this strategic goal are:

· the increasing role of human capital as the main factor of economic development;

· improving the quality of general, professional and higher education, developing educational infrastructure in order to ensure economic security, improve the quality and accessibility of services in the social sphere, focusing them on effectively meeting the needs and demands of people;

· formation of an integrated personnel reproduction system for the scientific and technological development of the country.

3. Education is a policy, it is an element of the national security of the state

4. Education is an ideology, a system of values, it is a tool for building and forming historical memory

5. Education is closely linked to culture

6. Education is a scientific, theoretical, and technological foundation for economic development.

7. Education is one of the most profitable and promising types of business.

8. Education is the basis of management – management. Meritocracy is a future world order based on the dominance of smart people using “smart” management technologies.

9. Education is the most important element of “soft” power, which is widely used by the leading countries of the world to promote their national interests in the world. At the same time, the State should make extensive use of public diplomacy tools and non-State institutions of public diplomacy.

10. The scientific and educational community should take the initiative to introduce free higher education in Russia at the legislative level. The level of socio-economic development of the Russian Federation allows us to reach the level of providing all citizens with the opportunity to receive free higher education.

11. In its educational strategy, the state should take into account the ethnic and confessional specifics of individual Russian regions.

12. Updating the state policy in the field of education should include the concept of historical education as a mechanism for preserving and protecting sovereign identity. Education should be built on the basis of national historical narratives, set tasks for the formation of holistic historical knowledge and education, fostering patriotism and pride in their historical heritage

13. The state educational policy should be based on the basic values of Russian civilization.

14. When establishing dress codes in universities and educational institutions, it is necessary to take into account the aspirations and the full range of ethnic diversity and confessional requirements in Russian regions.

15. We consider it advisable to rethink the transformations that took place in recent years, in which we abandoned the best practices of Soviet education, this applies, in particular, to the Bologna education system.

16. It is necessary to strengthen the role of teachers, which in recent years has actually been reduced exclusively to the “transmission” of knowledge to students, as well as the revival (including at the regulatory level) of the institute of mentoring.

17. In order to assist in solving a number of socially significant problems of society, consider the possibility of employment of graduates of educational organizations and their subsequent adaptation to the workplace.

18. We consider it advisable to strengthen the development of additional adult education, which allows you to master a new profession at the course level, engage in personal self-development and professional growth at any time.

19. Support for distance learning using modern digital technologies as optimal for studying and combining learning with other activities, from anywhere in the world.

20. Support for quotas for training and the development of targeted areas for training as an important factor for strengthening socio-economic stability.

21. Support and development of new forms of educational work.

22. Support for the development of artistic and aesthetic education.
