Resolution
following the meeting of the International Discussion Club “VISION 3000”
Recommendations of experts of the International Discussion Club “VISION 3000” (MDK V3000) following a joint meeting with the Ministry of National Policy and Religious Affairs of the Republic of Dagestan and the Dagestan regional branch of the Russian Association of Political Science.(Makhachkala, April 3, 2025)
The participants of the meeting, while supporting the main provisions of the Decree of the President of the Russian Federation dated 09.11.2022 No. 809 “On Approval of the Fundamentals of State Policy for the preservation and strengthening of Traditional Russian spiritual and moral values,” consider it necessary to offer the following recommendations:
- Informing the public about Decree No. 809:
- To intensify the work of relevant ministries and government agencies to explain the provisions of the Decree to the public, including information campaigns in the media and social networks.
- It is proposed to organize events in the information sphere:
- To organize work on the development and improvement of forms and methods of countering threats and risks associated with the spread of destructive ideology in the information space from abroad, arising from the provisions of the National Security Strategy of the Russian Federation, the Information Security Doctrine of the Russian Federation, the Strategy for the Development of the Information Society in the Russian Federation for 2017-2030, Decree of the President of the Russian Federation July 21, 2020 No. 474 “On the National Development Goals of the Russian Federation for the period up to 2030”;
- To organize events and provide support to the republican and municipal mass media in information support of the ongoing work on the preservation and strengthening of traditional spiritual, moral, cultural, family values, historical memory, and the formation of friendly relations between representatives of different nations in society.
- To hold contests among journalists and editorial offices of mass media for the best coverage of issues and events of interethnic, interfaith (intra-confessional) and intercultural interaction.
- As part of the TV program “Peace to your Home”, in an expanded format, broadcast detailed comments from the leaders of the spiritual denominations of the Republic of Dagestan on the preservation of spiritual and moral values.
- To publish fairy tales of the peoples of Dagestan in print media in national languages.
- Countering the loss of national identity:
- Recommend that the executive authorities and local self-government bodies of the Republic of Dagestan develop a set of measures to preserve and strengthen the traditional values of the peoples of Dagestan (Russia), maintain civil peace and harmony in society, strengthen law and order, form a secure information space, protect Dagestan (Russian) society from the spread of destructive ideology, and achieve national development goals.
- To develop a set of measures to strengthen patriotism and connect young people with national roots, to prevent the causes of mass outflow of citizens abroad in times of crisis.
- To strengthen the ethno-cultural component in education, avoiding unification and maintaining the diversity of traditions of the peoples of Russia.
- Protection of Dagestan’s cultural sovereignty:
– Рекомендовать органам исполнительной власти Республики Дагестан (Министерству культуры РД) совместно с администрациями муниципальных районов и городских округов Республики Дагестан продолжить реализацию межведомственного культурно-образовательного проекта «Культура для школьников», направленного на развитие исторического просвещения и патриотического воспитания, культуры межнационального общения, творческого потенциала, сохранение и развитие родных языков.
– Противодействовать негативным культурным интервенциям (как западным, так и восточным), включая феномен «Дубайского ислама» (черные одеяния, хиджаб, абайя, никабы), пропагандирующего потребительские ценности под неолиберальной и религиозной оболочкой.
– Содействовать сохранению и развитию традиционных культурных, духовно-нравственных ценностей народов Дагестана.
- Educational activities:
- Recommend to the executive authorities of the Republic of Dagestan (the Ministry of Education and Science of the Republic of Dagestan, other ministries and departments), together with the administrations of municipal districts and urban districts of the Republic of Dagestan, to organize a cycle of extracurricular activities “Conversations about important things” in educational institutions of the Republic, and the implementation of the educational project “My Dagestan. The land I live in.”
- To revive the compulsory course “Culture and traditions of the peoples of Dagestan” as a tool to counter extremism and terrorism.
- Introduce language literacy programs in urban schools, and native language exams (OGE/USE) in rural schools.
- To amend the Law on Education of the Russian Federation, returning compulsory study of native languages and literatures to schools.
Recommend to the Public Chamber of the Republic of Dagestan to hold public hearings on the issues of compulsory study of native languages and literature at school.
- Measures to protect historical truth:
Attempts from abroad continue to falsify history, distort historical truth, and incite ethnic and religious conflicts in the Russian Federation.
Recommended:
- together with local governments, to organize work among Dagestani youth to create conditions for the development of a system of intergenerational interaction, the development of a system of patriotic clubs and associations of the republic, the implementation of projects “Dialogues with Heroes” aimed at protecting historical truth and preserving historical memory, to promote the history, traditions and customs of the republic, the formation of a sense of citizenship and patriotism, striving for unity and cohesion, fostering interest in studying the history of Russia and Dagestan;
- Consolidate the efforts of state authorities, educational institutions, science, and civil society in opposition to attempts to falsify history, distort historical truth, and incite ethnic and religious conflicts;
- to regularly organize events dedicated to important historical dates and epochs of the formation and strengthening of our country, Russia, the heroic struggle and sacrifices suffered by the peoples of the Soviet Union for Victory in the Great Patriotic War in 1941-1945 over Nazi Germany, events aimed at combating the spread of neo-Nazism, fascism, xenophobia, Russophobia in modern history, in particular, in Ukraine, the participation of Russian military personnel in the zone of a special military operation to protect the independence and territorial integrity of the Russian Federation.
- Organization of work to preserve and strengthen the traditional family values of the peoples of the Republic of Dagestan (Russian Federation):
The family as a social institution and the fundamental unit of the human community is currently under massive pressure from modern Western culture, which promotes the ideals of permissiveness, immorality and selfishness, causing significant damage to the moral health of man and society and hindering their harmonious development.
It is recommended that government agencies, civil society institutions, and religious organizations of all faiths organize educational and awareness-raising activities to preserve and strengthen traditional spiritual and moral values. Educational and educational work among the younger generation should occupy a special place.
- Using the potential of religious organizations of the Republic of Dagestan to preserve the traditional spiritual and moral values of the peoples of Dagestan:
The Russian Federation considers traditional values as the foundation of Russian society, which makes it possible to protect and strengthen Russia’s sovereignty, ensure the unity of our multinational and multi-religious country, and preserve the people of Russia and develop human potential. Decree of the President of Russia No. 809 explicitly states: “Christianity, Islam, Buddhism, Judaism and other religions, which are an integral part of Russia’s historical and spiritual heritage, have had a significant impact on the formation of traditional values common to believers and non-believers….” (paragraphs 6 and 7).
In this regard, the executive authorities (Minnatsu RD) and local self-government bodies of the Republic of Dagestan recommend centralized religious organizations (CRO), religious organizations of the Republic of Dagestan of all faiths to conduct religious educational events (Eid al-Adha, Eid al-Adha, Christmas, Easter, Pesach, Hanukkah and others) aimed at strengthening traditional spiritual values.- moral values of the peoples of Dagestan.
Together with the Central Committee of the Republic of Dagestan, religious organizations of the Republic of Dagestan regularly organize sermons in mosques and temples to parishioners on the protection and strengthening of traditional spiritual and moral values of the peoples of the Republic of Dagestan (Russian Federation), and regularly hold a discussion platform “Religion and Peace”.
- Issues of preventing the ideology of extremism and terrorism.
To organize the effective work of state authorities and local governments to prevent the ideology of extremism and terrorism in the Republic of Dagestan. Since certain provisions of Decree No. 809 directly follow from the provisions of the National Security Strategy of the Russian Federation, the Strategy for Countering Extremism in the Russian Federation, and the Comprehensive Plan for Countering Terrorism in the Russian Federation for 2024-2028, approved by Russian President Vladimir Putin.
- Development of Dagestan studies and patriotic education:
- To introduce a Dagestan Studies course in the senior and junior grades of universities/colleges, covering the history, culture and geopolitics of the region.
- To organize regular political information classes for young people with an emphasis on the role of Dagestan in Russia and the world.
- Reviewing approaches to parenting:
- To eliminate the liberal interpretation of education as the exclusive prerogative of parents, consolidating the role of the school in the formation of traditional secular values.
- To develop scientifically based standards of patriotic and spiritual and moral education in educational institutions.
- Organization of work on the preservation of the spiritual and moral values of the peoples of Dagestan at the municipal level:
To recommend the administrations of municipalities and urban districts of the Republic of Dagestan to develop municipal plans for the preservation and strengthening of traditional Russian spiritual, moral, cultural, family values, and the historical memory of the peoples of our country.
- Adjustment of the deadlines for the implementation of Decree No. 809:
- To reduce the period for reviewing the provisions of the Decree to three years in order to respond promptly to challenges.
- The recommendations are aimed at implementing a strategy to strengthen traditional values, taking into account regional specifics and modern challenges.
